Carol is President of Quality Plus Technologies, Inc. and works as a key Advisor to Senior Management who want to use software measurement to be more profitable.
She has been involved in leadership with the International Function Point Users Group (IFPUG) since 1994 and is a past-president who remains involved as Chair of their Industry Standards Committee.
Ms. Dekkers has been instrumental in the design and implementation of successful software measurement and function point programs at leading Fortune 500 companies. Her background also includes progressive experience with major engineering and system development projects (project management).
Carol is one of the foremost industry experts in Function Point Analysis, software estimating, software measurement, quality, and project management. She is also the Past-President of the International Function Point Users Group (IFPUG) — one of the largest and most influential metrics organizations in the world. (Members from over 30 countries.)
Ms. Dekkers was the Project Editor for the International Organization for Standardization (ISO) software engineering standards on functional size measurement (ISO/IEC TR 14143-5 Determination of Functional Domains) and also the Project Performance Benchmarking Standards suite.
She is also a sought after and respected presenter at major international software conferences such as SOFTEC Asia (2019, 2017), International Cost Estimation and Analysis Association -Canada (2019), Heart of Agile (2018), American Society for Quality, Quality Assurance Institute, IFPUG, Software Technology Conference (U.S. Department of Defense), Applications of Software Measurement, Practical Software Quality Techniques, COCOMOII, Quantitative Software Measurement’s Users Conference, UKSMA (UK), CIPS (Canada), GUFPI (Italy), and the Software Engineering Process Group (SEPG) conference of the Software Engineering Institute.
She also publishes frequently for IT Metrics Strategies, Managing System Development, The QAI Journal, Software Quality Professional, and IFPUG’s MetricViews. Find those and other articles in our blog.
Carol was honored by the American Society for Quality (ASQ) as one of the 21 New Voices of Quality for the 21st Century.
